A cold wave is defined as a “rapid fall in temperature within 24 hours and extreme low temperatures for an extended period.” These conditions can have significant detrimental impacts at a site, including the potential for freezing water and natural gas in insufficiently insulated pipes and adding stress to energy systems due to increased demand from heating loads. However, because cold waves are defined based on deviations from normal local temperature ranges, they may not meet the definition of a dual-impact hazard in the TRN (i.e. cause an outage to the energy or water supply to the site as well as having the potential to cause damage to onsite systems). Consider recording a resilience gap related to Cold Waves that can be addressed in Solution Development even if you do not include it as a dual-impact hazard.

Drought is a moisture deficit that can result from a reduction in precipitation, a reduction in soil moisture, or a reduction in runoff (e.g., reduced snowmelt feeding rivers). Droughts can range in duration, sometimes lasting decades. Droughts can put stress on a site’s water supply and may be an important component of developing a resilience plan. These types of persistent conditions are difficult to include in the TRN risk model because they exceed the durations considered and are unlikely to cause acute loss of energy or water for both supply and onsite systems. Consider recording a resilience gap related to Drought that can be addressed in Solution Development.

A heat wave is defined as a “period of abnormally hot and uncomfortably hot… weather typically lasting two or more days with temperatures outside the historical averages for a given area.” Heat waves can lead to added stress on energy systems due to increased demand from cooling loads. However, because heat waves are defined based on deviations from normal local temperature ranges, they may not meet the definition of a dual-impact hazard in the TRN (i.e. cause an outage to the energy or water supply to the site as well as having the potential to cause damage to onsite systems). Consider recording a resilience gap related to Heat Waves that can be addressed in Solution Development.
