Overview
In this action, users will prioritize solutions based on risk reduction, prioritization criteria, and costs. Considering these different factors allows for a more holistic prioritization process.
In-Depth
In this action, the resilience planning team will prioritize resilience solutions. The TRN uses the risk-reduction efficacy and the team’s assessments of how well solutions meet the site’s additional prioritization criteria to generate a benefit potential for each solution. This benefit potential, along with the solution cost categories, forms the basis for prioritization in the TRN. The resilience planning team will then have the ability to create a sorted list of solutions.
The results of this analysis are useful when comparing resilience alternatives because they allow consideration of tradeoffs between cost and benefit potential and help to determine which resilience solutions to pursue first. This evaluation may be considered sufficient to make decisions about whether to move forward with solution implementation. In other cases, it may represent a screening mechanism that will need to be followed up by a fully quantitative analysis. Time, budget, and desire for greater accuracy may influence the decision.
Determine Which Solutions Will Move Forward
To compare solutions to each other, first the resilience planning team should identify what combination of cost and benefit potential is most important to them in decision making. For example, does a site prioritize very high benefit potential over cost? Or are low cost or minimal cost solutions that have moderate benefit potential significantly more appealing than moderate cost solutions with high benefit potential? The resilience planning team can select “Prioritize Highest Benefit Potential” or “Prioritize Lowest Cost” depending on site preferences.
After generating a prioritized list of solutions, the resilience planning team will next determine which of these solutions should move forward to Roadmap to Action for more in-depth evaluation, including identification of potential funding mechanisms and creating an execution plan. Sites can move as many or as few solutions forward into Roadmap to Action as desired. For example, a site may want to have technological, operational, and institutional solutions that represent a variety of cost and resilience benefits into Roadmap to Action to give decisionmakers options. Other sites may only want to carry forward solutions that represent the highest benefit potential or lowest cost due to capacity or budget availability.
